A couple of foreign-owned slaughterhouses operating in Texas wanted to legalize the business of turning horses into meat for human consumption overseas. The idea inflamed horse lovers, who launched a vigorous campaign at the Capitol to outlaw the practice. Lawmakers reined in the idea. If Belgians want to turn Trigger into tenderloin, they'll have to look elsewhere.
