The Texas Agriculture Code chapter 149, Section 149.001 et seq. (herein referred to as Chapter 149) specifically prohibits the slaughter and processing of equine (horses and mules) for human consumption.  The additional Aug. 7 2002 opinion by then Texas Attorney General John Cornyn confirmed that the 53-year-old law forbids the sale, possession, transport and export of horsemeat for human consumption.

As the elected Criminal District Attorney for Kaufman County, Texas it is your responsibility to review and respond to all complaints regarding alleged violations of Chapter 149 that have been done in Kaufman County by either an individual or an entity. 

It is my understanding there resides in the County of Kaufman , Texas a meat processing plant operating under the name Dallas Crown, Inc. that engages in the business of slaughtering equine and processing the meat for human consumption.  I consider this to be a clear and concise violation of Chapter 149 and wish to go on record as filing a formal complaint with your department about this violation of the law.  As a citizen of Texas over the age of eighteen and of sound mind I am competent to make this complaint and charge you, as the elected Criminal District Attorney for the county that the violation is occurring in, to immediately investigate the allegations and respond to my complaint by filing charges against the entity and individuals involved in violating Chapter 149.  Although Dallas Crown’s involvement in this violation is not in question as they have freely admitted said involvement in their deposition under Civil Action No. 4:02-CV-804-Y filed in the United States District Court for the Northern District of Texas, Fort Worth Division, I understand your need to undertake your own investigation.  I await your response as to whether this is an already ongoing investigation or when a new one will commence.
