As you requested, we have obtained form the California Livestock Identification Bureau the statistics for stolen horses from 1995 through 2002. As you can see, the number of stolen horses decreased significantly after Proposition 6 (ending horse slaughter in California) was passed in 1998.

Stolen horses investigations and reports in California are
working through county Rural Crime Prevention Task Forces, County Sheriff’s
Departments, Citizens alerts, Owners, and the Livestock Identification and Brand
inspectors. The point person for
verification is Greg Lawley, Chief of the Bureau of Livestock Investigators.

We are still trying to get the statistics for stolen horses
in Texas and those recovered at the two horse slaughter plants, but our most
recent request for that information to the Texas and Southwest Cattle Raisers
Association has been delayed pending a review or our request by their attorney.
I am not sure why their attorney had to review it, but that’s what they
told us. If and when we get that
information, I will forward it to you.
