Subject: "for other purposes" xPosed
As with the rest
of this bill, a few pro-horse slaughter organizations and individuals are
attempting to misrepresent the bill. Now they are focusing in on three
words "for other purposes" further hoping to scare
people and distract everybody from the real issue at hand - ending the cruelty
of horse slaughter. Now I know
that the pro-horse slaughter people ignore the truth like the little kid on
the play ground who sticks his fingers in his ears and yells "blah"
"blah," "blah" when he doesn't want to hear what you
have to say. However, we must continue to put the truth out there.
If this were some
mass conspiracy, then Congress would only need one bill to enact anything they
would choose to do by simply inserting "for other purposes."
These three words
are in almost every other piece of legislation before the US Congress and are
used to represent "purposes" of the bill not listed specifically in
the preamble. For example, "prohibit
the sale, possession of horseflesh for human consumption "
is not listed in the preamble, but it is another purpose of the AHSPA as
listed in SEC. 3. PURPOSE. One only need to look at the very next line -
The purpose of this Act is -- to realize that
the specific reasons of the
bill are listed.
Furthermore, the
AHSPA was written based on two bills. The Bear Protection Act and the
Cat and Dog Fur Ban bill, both of which can be found on Thomas and searching
during the 106th Congress.

Horse Slaughter Prevention Act (H.R. 857)

United States for human consumption by prohibiting

SEC. 3. PURPOSE.
The purpose of this Act is --
(1) to
prohibit the slaughter of horses for human consumption;
(2) to
prohibit the sale, possession, and trade
of horseflesh for human consumption;
(3) to
prohibit the sale, possession, and trade
of live horses for slaughter for human consumption.
