Subject: Stop the Cavel horse slaughter plant

To:  City Officials, City of DeKalb
 
I understand that a company named Cavel plans to construct a horse slaughter plant in your city and that the plant property enjoys a "special use permit" that allows this plant.
 
Would you consider amending your zoning ordinance to prohibit the construction of this plant?  Would you consider issuing a moratorium on the granting of building permits while you consider amending your zoning ordinance?
 
I own property in Kaufman, Texas next to one of only two live horse slaughter plants currently functioning in the United States.  Both plants are in Texas and both are operating in violation of Texas law.  I support HR 857, the American Horse Slaughter Prevention Act, which is currently before the U.S. Congress, and I believe that allowing Cavel to construct a live horse slaughter plant in DeKalb will hurt our efforts to pass HR 857.
 
According to statistics from the California Bureau of Livestock Identification, after voters outlawed horse slaughter for human consumption in 1998, horse theft reports dropped in California by 34%.
