Thank you, Dr. Gibbs, for responding to my email message.  I know you spent some time writing your message.  However, I still would like to know if there are financial statements available showing how funds have been spent since September 1, 1997 when the $5.00 per slaughtered horse fee program began.  Are these financial statements considered "public information"?
